From 23–31 December 1940 the commanders of the military districts, the members of the war councils, the chiefs of staff of the military districts and the armies, the commanders of the military academies with their professors and doctors of military science, the inspectors of the branches of the services, the chiefs of the administration, the leading members of the General Staff and members of the Politburo were summoned to participate in a conference chaired by the Narkom for Defence, Marshal S.K. Timoshenko. There were the following reports:81
